It was not the tensions between the police and the Latinos that launched the Chicano movement. El Movemiento came first and was larger than the Northside. But the fear of radicalism caused the tension between Chicanos and police. Radical brown people were/are threatening to the establishment. (Think reaction to Black LIves Matter).
