Question
What is "small-scale multi-unit housing"? This reads as allowing a non-local investor to buy and bulldoze my neighbor's house and install a 4 or 6 unit apartment building on a small single-family lot, dramatically altering a small suburban neighborhood while dramatically diminishing the "quiet suburban neighborhood" feel and property value. We need to be assured that by law single family units cannot contain multi-unit buildings.
